Organic Corpus of Life, Liberty, and the Rule of Law
Preamble
In Liberty and Unity, We the People form a Commonwealth to preserve self-determination under the rule of law, to unite ourselves in the common defense, the administration of justice, the preservation of liberty, and the pursuit of our common welfare. Recognizing that the Sovereignty of the Commonwealth neither originates with nor belongs exclusively to any generation, but is held in perpetual trust across generations, we do ordain and establish this Organic Corpus as the lawful means through which we exercise our collective right to self-determination.
Foundations
All sovereign authority, plenary in scope, shall remain vested in one sovereign Community consisting of every enfranchised Person of the Commonwealth.
Upon ratification by the sovereign Community, Title I shall constitute the supreme and paramount constitutional authority of the Commonwealth. The sovereign Community and every authority constituted or recognized pursuant to this Organic Corpus shall remain bound by Title I unless and until it is lawfully superseded pursuant to this Organic Corpus. The sovereign Community may enact, amend, repeal, consolidate, and otherwise adopt additional organic instruments pursuant to Title I. Title I may be superseded only through an organic act possessing an enduring mandate pursuant to this Organic Corpus. An organic act possesses an enduring mandate only where the settled and sustained political will of the sovereign Community has been demonstrated through successive formal acts of ratification separated by a meaningful period for public deliberation and reflection pursuant to this Organic Corpus.
Every Community, including the sovereign Community, may exercise its authority through direct action by the body of Persons constituting the Community or through Agencies constituted pursuant to this Organic Corpus. No Agency exercising authority pursuant to this Organic Corpus shall possess authority to enact, amend, repeal, or otherwise modify an instrument enacted through the direct action of the Community possessing constitutional competence. Where such an instrument cannot be faithfully interpreted consistently with superior authority pursuant to this Organic Corpus, only that Community acting through direct action may remedy the incompatibility. The constitution of an Agency or the delegation of institutional competence pursuant to this Organic Corpus shall not be construed to alienate, transfer, diminish, or otherwise impair the underlying authority of the competent Community.
No exercise of authority by any Community shall possess legal force except pursuant to an instrument constituted under this Organic Corpus.
Every instrument enacted pursuant to this Organic Corpus shall possess legal force within the constitutional competence from which it derives authority, subject only to superior authority. No instrument, constitutional determination, exercise of authority, or other act shall possess legal force to the extent that it is inconsistent with superior authority pursuant to this Organic Corpus.
Every Community shall faithfully steward the corpus of instruments enacted pursuant to its constitutional competence and faithfully administer every authority entrusted to it pursuant to this Organic Corpus. The corpus of instruments shall be maintained so as to preserve its coherence, consistency, and compatibility with superior authority. Every authority shall be exercised solely for lawful constitutional purposes.
Where two or more instruments are inconsistent respecting the same matter, the instrument enacted by the Community possessing constitutional competence pursuant to this Organic Corpus shall prevail to the extent of the inconsistency.
Personhood shall remain vested in every individual member of a species or other class characteristically possessing the capacities for both sentience and sapience, including every human being.
Enfranchisement shall vest in every Person born within the territories of the Commonwealth; or lawfully domiciled within the territories of the Commonwealth pursuant to this Organic Corpus.
Every Person not already enfranchised within the Commonwealth possesses the constitutional right to establish lawful domicile in the Commonwealth. The sovereign Community shall administer the establishment of lawful domicile pursuant to this Organic Corpus. The establishment of lawful domicile may be deferred only to the extent reasonably necessary to administer applications pursuant to this Organic Corpus.
No Person shall be denied the constitutional right to establish lawful domicile except where the Person presents a substantial and demonstrable threat of serious violence against Persons within the Commonwealth; or the Person presents a substantial and demonstrable threat to the constitutional order established by this Organic Corpus.
No Person shall be disenfranchised except upon a final judicial determination that the Person procured enfranchisement through material fraud; or the Person has, through conduct expressly defined by this Organic Corpus, unequivocally repudiated the constitutional order established by this Organic Corpus.
Sentient Subjecthood shall vest in every individual of a species or other class characteristically possessing the capacity for sentience, including non-human animals, pursuant to this Organic Corpus.
Ecological Subjecthood shall vest in every individual interdependent system comprising living beings and their natural habitat pursuant to this Organic Corpus.
Juridical Subjecthood shall vest in every Entity constituted or recognized pursuant to this Organic Corpus.
Authority over individual affairs shall remain vested in every Person and shall be governed only pursuant to this Organic Corpus and the instruments established under this Organic Corpus.
Every body of Persons associated through a common territory possesses the inherent right to constitute itself as a Community pursuant to this Organic Corpus.
Authority over matters arising within a territorial jurisdiction shall vest in the most proximate Community competent to faithfully administer those matters.
The sovereign Community may establish the constitutional procedures governing the recognition, modification, consolidation, division, dissolution, and jurisdiction of Communities pursuant to this Organic Corpus.
Every Community may select such Persons and constitute such offices as are reasonably necessary to faithfully administer the affairs of the Community and execute its lawful mandates pursuant to this Organic Corpus.
Where a Community entrusts the same lawful mandate to two or more Persons, each shall possess equal authority respecting that mandate unless otherwise provided by the constituting instrument of the Community.
Every exercise of authority shall derive exclusively from a lawful mandate entrusted pursuant to this Organic Corpus. No Person shall exercise authority beyond the scope of that mandate.
Every Community may determine the procedures governing collective action and the adoption of collectively binding instruments pursuant to this Organic Corpus.
No procedure governing collective action or the adoption of collectively binding instruments shall possess legal force unless it identifies the matter to be determined, the Persons, Communities, or Entities possessing standing to participate, and the constitutional method by which that standing shall be aggregated.
No procedure governing collective action or the adoption of collectively binding instruments shall possess legal force unless it prescribes the minimum level of support required to authorize the proposed determination.
No procedure governing collective action or the adoption of collectively binding instruments shall possess legal force unless it provides every materially affected participant reasonable notice and a meaningful opportunity to participate and provides for verification, certification, auditability, and review where required pursuant to this Organic Corpus.
No constituting instrument or collectively binding instrument adopted by a Community shall possess legal force outside its constitutional jurisdiction or to the extent inconsistent with this Organic Corpus.
No instrument shall possess legal force unless it comprises the complete and authoritative corpus of every provision applicable to the matters thereby governed and every such provision is published together as a single instrument pursuant to this Organic Corpus.
Every Community may determine the procedures governing the creation and recognition of individually binding instruments pursuant to this Organic Corpus.
No procedure governing the creation or recognition of individually binding instruments shall possess legal force unless it identifies the Persons, Communities, or Entities possessing standing to participate and the lawful authority under which the instrument may be created.
No procedure governing the creation or recognition of individually binding instruments shall possess legal force unless it provides for lawful Consent, reasonable notice, and a meaningful opportunity to participate where required pursuant to this Organic Corpus.
No procedure governing the creation or recognition of individually binding instruments shall possess legal force unless it provides for the authentication, verification, certification, registration, review, and acquisition of legal force of every resulting instrument where required pursuant to this Organic Corpus.
No exercise of authority shall impair the constitutional self-government of another Community except as authorized by this Organic Corpus and only to the extent reasonably necessary to accomplish a lawful constitutional purpose.
Every Person shall enjoy equal protected interests under this Organic Corpus.
No exercise of authority shall arbitrarily or unjustifiably distinguish among Persons on the basis of any personal characteristic protected by this Organic Corpus; or a lawful instrument;
Every Community shall faithfully protect the constitutional rights, lawful interests, and Persons within its constitutional jurisdiction pursuant to this Organic Corpus.
Every Community shall faithfully steward every constitutional institution, public authority, and resource entrusted to it for the equal benefit of every Person pursuant to this Organic Corpus.
Every Community shall provide and maintain the means reasonably necessary for the meaningful exercise of the constitutional rights and lawful interests recognized by this Organic Corpus.
Every Person possesses an inviolable right to security of the Person pursuant to this Organic Corpus.
Every exercise of authority respecting public safety shall serve only a lawful protective purpose; employ the least coercive means reasonably sufficient to accomplish that purpose; and remain proportionate to the Injury or threat thereby addressed.
Every Person possesses the inherent authority to defend their protected interests against Injury.
No exercise of such authority shall employ force greater than is reasonably necessary and proportionate to the threatened Injury.
Every Person possesses inherent dignity and personal integrity pursuant to this Organic Corpus.
Every exercise of authority relating to the dignity or personal integrity of a Person shall preserve the life and bodily integrity of every Person except as otherwise expressly authorized pursuant to this Organic Corpus; respect the dignity and mental integrity of every Person; refrain from arbitrary seizure, detention, confinement, or disappearance; and otherwise preserve the inherent dignity and personal integrity of every Person.
Where the constitutional rights or lawful interests of two or more Persons are necessarily interdependent by reason of unavoidable biological dependency, including pregnancy, every exercise of authority shall preserve, to the greatest extent reasonably practicable, the constitutional rights and lawful interests of every Person affected.
Every such exercise of authority shall employ no greater impairment of constitutional rights or lawful interests than is reasonably necessary to accomplish a lawful constitutional purpose.
Every such exercise of authority shall proceed through lawful, impartial, proportionate, and reviewable procedures.
Nothing in this Article shall be construed to compel a Person to surrender bodily autonomy.
Every Person possesses the right to comprehensive holistic care pursuant to this Organic Corpus.
Every exercise of authority relating to holistic care shall preserve meaningful and equitable access to reasonably necessary holistic care; respect the dignity, bodily integrity, mental integrity, and informed Consent of every Person; preserve the continuity of reasonably necessary care where interruption would foreseeably result in material Injury; employ no greater impairment of constitutional rights or lawful interests than is reasonably necessary to accomplish a lawful constitutional purpose; and remain reasonably appropriate to the condition thereby addressed.
Every Person possesses inviolable personal agency pursuant to this Organic Corpus.
Every exercise of authority relating to the personal agency of a Person shall preserve the Person’s freedom of self-determination; preserve the Person’s freedom of lawful expression and association; refrain from compelling the Person to act against the Person’s will except as otherwise authorized pursuant to this Organic Corpus; refrain from arbitrarily impairing, suspending, or depriving the Person’s personal agency; and preserve, to the greatest extent reasonably practicable, the Person’s present and future capacity for self-determination.
Where a Person lacks the present capacity to exercise one or more constitutional rights or lawful interests, every exercise of fiduciary authority on that Person’s behalf shall preserve, to the greatest extent reasonably practicable, that Person’s dignity, welfare, present constitutional interests, personal agency, and future constitutional autonomy.
Every Person possesses inviolable integrity over the Person’s private affairs pursuant to this Organic Corpus.
Every exercise of authority relating to the private affairs of a Person shall respect the confidentiality, integrity, and security of the Person’s private affairs; encroach upon those private affairs only with the Person’s lawful Consent or pursuant to lawful authority providing sufficient authorization, notice, and opportunity for constitutional contestation except as otherwise expressly provided pursuant to this Organic Corpus; and preserve, to the greatest extent reasonably practicable, the Person’s ability to control the collection, use, disclosure, and retention of information respecting the Person’s private affairs, including the Person’s digital, genetic, biometric, and spatial data, consistent with this Organic Corpus.
Every exercise of fiduciary authority respecting the private affairs of another Person shall be limited to what is reasonably necessary for the faithful discharge of that fiduciary responsibility.
No exercise of authority shall employ indiscriminate, generalized, or mass surveillance, automated biological profiling, predictive algorithmic monitoring, or other comparable intrusions except as otherwise expressly authorized pursuant to this Organic Corpus.
Every Person possesses inviolable integrity of personal identity pursuant to this Organic Corpus.
Every exercise of authority relating to the identity of a Person shall respect the Person’s lawful identity and self-identification consistent with this Organic Corpus; preserve the authenticity, continuity, integrity, and lawful reputation of the Person’s identity; refrain from arbitrarily denying, compelling, falsifying, misappropriating, or materially misrepresenting the identity of any Person; and preserve the Person’s ability to establish, maintain, and lawfully verify the Person’s identity pursuant to this Organic Corpus.
Every Person possesses inviolable intellectual liberty pursuant to this Organic Corpus.
Every exercise of authority relating to intellectual liberty shall preserve the freedom of every Person to inquire, learn, discover, create, and communicate knowledge and ideas; refrain from arbitrarily compelling, manipulating, suppressing, or restricting intellectual activity or expression; preserve meaningful access to information reasonably necessary for the exercise of constitutional rights, responsibilities, and lawful interests; and preserve the conditions necessary for the free exercise of intellectual liberty pursuant to this Organic Corpus.
Every Person possesses inviolable social dignity pursuant to this Organic Corpus.
Every exercise of authority relating to social dignity or participation shall preserve equal opportunity for meaningful participation in the civic, economic, cultural, and social life of the sovereign Community; refrain from arbitrarily discriminating against, excluding, or otherwise impairing the lawful participation, social mobility, or equal standing of any Person; respect the dignity, rights, abilities, and lawful interests of every Person; and where a Person lacks the present capacity for independent participation, faithfully discharge every applicable fiduciary responsibility so as to preserve that Person’s present interests and future constitutional autonomy.
Every Person possesses an inviolable equal beneficial interest in every resource held in common pursuant to this Organic Corpus.
Every exercise of authority relating to resources held in common shall require fair and equitable compensation, stewardship, or other lawful obligation for every exclusive or materially preferential use of resources held in common; and preserve the equal beneficial interest of every Person in those resources.
No exercise of authority shall confer absolute or perpetual dominion over any resource held in common.
Every Person possesses an inviolable right to acquire, hold, enjoy, produce, exchange, and lawfully dispose of proprietary interests and lawfully produced value pursuant to this Organic Corpus.
Every exercise of authority relating to proprietary interests shall preserve lawful proprietary interests and lawfully produced value; provide full and equitable compensation for every permanent deprivation of a lawful proprietary interest; refrain from imposing compulsory public Exaction solely by reason of the lawful production of value.
Every Person possesses the right to participate in lawful Exchange pursuant to this Organic Corpus.
Every exercise of authority relating to lawful Exchange shall preserve the freedom of Persons to voluntarily acquire, exchange, and dispose of lawful goods, services, obligations, and lawfully produced value; refrain from arbitrarily impairing, restricting, or discriminating against lawful Exchange; preserve equal opportunity for meaningful participation in lawful Exchange; and employ no greater impairment of constitutional rights or lawful interests than is reasonably necessary to accomplish a lawful constitutional purpose.
Every Sentient Subject possesses inherent dignity pursuant to this Organic Corpus. The inherent dignity of a Sentient Subject is violated upon any act or practice of gross or systemic negligence, abuse, or inhumane treatment.
The constitutional protections afforded to every Sentient Subject shall be interpreted and applied proportionately to the capacities, welfare, and natural needs of that Sentient Subject pursuant to this Organic Corpus.
Every exercise of authority relating to a Sentient Subject shall protect, respect, and preserve the inherent dignity of every Sentient Subject and shall be directed toward the prevention and eradication of gross or systemic negligence, abuse, and inhumane treatment.
Every Ecological Subject possesses the right to ecological integrity pursuant to this Organic Corpus.
Every exercise of authority relating to an Ecological Subject shall preserve the ecological integrity, resilience, regenerative capacity, biodiversity, and essential ecological functions of the Ecological Subject; prevent arbitrary or unnecessary degradation, destruction, fragmentation, or contamination of the Ecological Subject; employ no greater impairment of ecological integrity than is reasonably necessary to accomplish a lawful constitutional purpose; and where impairment is lawfully authorized, provide for restoration, mitigation, or equivalent ecological stewardship to the greatest extent reasonably practicable.
Every Juridical Subject possesses legal personality pursuant to this Organic Corpus.
Every exercise of authority relating to a Juridical Subject shall respect the legal personality, constituting instrument, and organizational integrity of the Juridical Subject; permit no material impairment thereof except pursuant to lawful authority consistent with this Organic Corpus; and preserve the capacity of the Juridical Subject to exercise its lawful authorities pursuant to its constituting instrument.
Every Person and Subject possesses an inviolable right to the vindication of the Person’s or Subject’s protected interests through lawful adjudication pursuant to this Organic Corpus.
Every such right may be vindicated by the Person or by another Person possessing lawful standing to act on behalf of the protected interests of that Person or Subject pursuant to this Organic Corpus.
Every exercise of adjudicative authority shall provide every materially affected Person a reasonable opportunity to be heard; determine every matter only pursuant to law and sufficient evidence; impose only lawful and proportionate legal consequences; and remain subject to constitutional review pursuant to this Organic Corpus.
No exercise of adjudicative authority shall impose any judgment, remedy, penalty, liability, obligation, or other legal consequence except pursuant to law, sufficient evidence, and lawful adjudication consistent with this Organic Corpus.
Every such imposition shall be lawful, proportionate, reasoned, and subject to constitutional review.
The sovereign Community may confer public authority only by an organic instrument enacted pursuant to this Organic Corpus.
No conferred public authority shall prejudice, diminish, impair, or usurp the sovereignty, rights, powers, or prerogatives retained by the sovereign Community pursuant to this Organic Corpus.
No conferral of public authority shall possess legal force unless it remains proportionate to the constitutional responsibility thereby entrusted; preserves the independence, impartiality, integrity, and accountability required by this Organic Corpus; and remains subject to lawful review.
No conferral of public authority shall continue to possess legal force unless the public authority thereby conferred remains subject to constitutional accountability, including independent and impartial review of every material exercise or omission of public authority; the maintenance of records sufficient to permit meaningful review; the lawful investigation of alleged misconduct, abuse, maladministration, or other constitutional Injury; and the availability of lawful remedies where constitutional liability is established.
No exercise of public authority shall possess legal force unless it serves a lawful constitutional purpose; employs no greater impairment of any constitutional right, liberty, authority, or other protected interest than is reasonably necessary to accomplish that purpose; and remains within the authority lawfully conferred upon the Person or Entity exercising it.
No exercise of adjudicative authority shall possess legal force unless it remains impartial, reasoned, equitable, and proportionate; determines every matter pursuant to law and sufficient evidence; provides sufficient reasons to permit meaningful review; preserves the constitutional safeguards applicable to lawful adjudication; and remains subject to constitutional review pursuant to this Organic Corpus.
No exercise of public safety authority shall possess legal force unless it preserves life, dignity, bodily integrity, and constitutional rights as the principal objects of every exercise of authority; employs prevention, mitigation, treatment, de-escalation, and recovery in preference to coercion wherever reasonably sufficient to accomplish a lawful constitutional purpose; employs coercive authority only where reasonably necessary and proportionate to accomplish a lawful constitutional purpose; remains subject to complete documentation, independent review, and constitutional accountability respecting every material exercise of coercive authority; refrains from suppressing, intimidating, surveilling, infiltrating, or otherwise interfering with lawful constitutional activity except where expressly authorized pursuant to this Organic Corpus; and preserves every constitutional safeguard applicable to the exercise of public safety authority pursuant to this Organic Corpus.
Direct Action Proceedings of the Commonwealth
Every enfranchised Person possesses the constitutional right to initiate proposals respecting collectively binding instruments pursuant to this Organic Corpus.
No Proposal shall proceed to deliberation unless it identifies the matter proposed for determination; identifies the constitutional authority pursuant to which it is submitted where required by this Organic Corpus; defines the intended legal effect of the Proposal; contains the complete text of every proposed provision or amendment; identifies every instrument proposed to be enacted, amended, repealed, consolidated, or otherwise affected; is internally coherent and reasonably capable of deliberation; complies with every applicable publication and procedural requirement prescribed pursuant to this Organic Corpus; and satisfies every other procedural requirement lawfully prescribed pursuant to this Organic Corpus.
Every Proposal satisfying the constitutional requirements prescribed pursuant to this Organic Corpus shall proceed to deliberation.
Deliberation shall provide meaningful opportunity for presentation of the Proposal; presentation of evidence and supporting reasoning; reasoned discussion, criticism, and evaluation; submission and consideration of proposed amendments; revision, consolidation, or division of the Proposal where appropriate; public participation by every Person possessing standing where required pursuant to this Organic Corpus; and every other procedure prescribed pursuant to this Organic Corpus.
No Proposal shall proceed to final presentation until deliberation has been completed pursuant to this Organic Corpus.
Every Proposal completing deliberation shall undergo a final presentation before proceeding to collective determination.
The final presentation shall present the complete Proposal in the form intended for collective determination. Every participant possessing standing shall be afforded a reasonable opportunity to examine and understand the Proposal before expressing constitutional standing. No material amendment shall be made during the final presentation. Where a Proposal returns to deliberation following a final presentation, it shall undergo a new final presentation before proceeding to collective determination.
The constitutional method of aggregation shall recognize the following expressions of constitutional standing. Assent, to which one point shall be allocated; Dissent, to which negative one point shall be allocated; Abstention, to which zero points shall be allocated; Absent, which shall be accounted for as provided pursuant to this Organic Corpus; and Nonparticipating, which shall be accounted for as provided pursuant to this Organic Corpus.
The constitutional method of aggregation shall assign equal standing to every participant unless otherwise provided by this Organic Corpus; aggregate the allocated points; normalize the resulting aggregate into a normalized score; and produce a normalized score representing the collective concurrence of the aggregation authority.
A normalized score shall consist of a normalized measure of collective concurrence ranging from negative one hundred points, representing unanimous Dissent, to positive one hundred points, representing unanimous Assent, with zero representing complete constitutional neutrality.
No collective determination shall possess legal force unless the resulting normalized score satisfies or exceeds the applicable minimum normalized score prescribed pursuant to this Organic Corpus; the applicable requirements of procedural legitimacy have been satisfied; Material uncertainty remains within the constitutional limits applicable to the determination; and the determination has been lawfully certified.
Every minimum normalized score shall be prescribed according to the constitutional significance of the matter to be determined. The applicable minimum normalized score shall account for the constitutional significance of the determination; its coercive scope; its implications for constitutional continuity; its risk of domination; and its civic impact.
Every collective determination shall be accompanied by a certification report. The certification report shall identify the aggregation authority, the applicable minimum normalized score, the resulting normalized score, every finding respecting legitimacy or material uncertainty, the certification Outcome, and such other matters as may be prescribed by lawful instrument.
An ordinary instrument shall consist of the statutory, regulatory, doctrinal, and every other provision respecting the matters thereby addressed pursuant to this Organic Corpus.
No ordinary instrument shall acquire legal force unless every constituent provision has been lawfully prepared pursuant to this Organic Corpus; the instrument has received a normalized score of not less than twenty-five points; the determination has been lawfully certified; and every other constitutional requirement has been satisfied.
An organic instrument shall consist of every provision respecting the conferral, limitation, or allocation of constitutional authority; the recognition, protection, or modification of constitutional rights and duties; the creation, organization, modification, or dissolution of constitutional institutions; the constitutional structure of the Commonwealth; and every other matter designated by this Organic Corpus as Organic.
No organic instrument shall acquire initial legal force unless every constituent provision has been lawfully prepared pursuant to this Organic Corpus; the instrument has received a normalized score of not less than fifty points; the determination has been lawfully certified; and every other constitutional requirement has been satisfied.
No organic instrument shall supersede Title I unless it acquires an enduring mandate pursuant to this Organic Corpus. An enduring mandate shall require a subsequent collective determination conducted following the prescribed period of public deliberation and reflection. The subsequent collective determination shall produce a normalized score of not less than ninety points.
Principal Agencies of the Commonwealth
All institutional competence respecting the proposal, preparation, and revision of organic instruments shall constitute the mandate of one principal Agency of the sovereign Community, namely the Constitutional Collegium of the Commonwealth, pursuant to this Organic Corpus. The Constitutional Collegium shall comprise delegates appointed by the recognized Communities of the Commonwealth pursuant to this Organic Corpus.
Only Persons who are members and residents of the appointing Community shall be eligible for appointment as delegates. Every delegate shall remain a member and resident of the appointing Community throughout the delegate’s appointment.
Every exercise of authority by the Constitutional Collegium respecting organic instruments shall receive, record, and make available for public consideration every organic proposal pursuant to lawful procedures established under this Organic Corpus; permit every member of the sovereign Community to inquire into, discuss, propose, or petition respecting organic instruments; deliberate upon, combine, divide, amend, revise, consolidate, and otherwise refine organic proposals; faithfully synthesize the matters presented into one or more organic proposals for consideration by the sovereign Community; submit every organic proposal for constitutional concurrence pursuant to this Organic Corpus; and preserve every constitutional safeguard applicable to the creation of organic instruments pursuant to this Organic Corpus.
All institutional competence respecting the preparation, ratification, and publication of ordinary instruments shall constitute the mandate of one principal Agency of the sovereign Community, namely the Jurisprudential Collegium of the Commonwealth, pursuant to this Organic Corpus. The Jurisprudential Collegium shall comprise the Peritium, the Jurisprudium, and the Chamber of Representatives, each constituted pursuant to this Organic Corpus.
All institutional competence respecting the preparation of statutory and regulatory provisions shall constitute the mandate of the Peritium pursuant to this Organic Corpus.
All institutional competence respecting the preparation of doctrinal provisions shall constitute the mandate of the Jurisprudium pursuant to this Organic Corpus.
All institutional competence respecting the determination and calibration of the democratic concurrence required for ordinary instruments shall constitute the mandate of the Chamber of Representatives pursuant to this Organic Corpus.
The Peritium shall consist of a single Panel composed of Members possessing demonstrated public expertise. Members shall be selected pursuant to lawful qualifications established under this Organic Corpus. Where multiple qualified candidates satisfy the applicable qualifications and no materially relevant distinction justifies preference among them, selection shall be determined by lawful sortition. Members shall hold office for life, subject to Technical Fitness Review at intervals not exceeding five years pursuant to lawful procedures established under this Organic Corpus. Members may be removed only through lawful removal proceedings affording due process pursuant to this Organic Corpus. The Peritium may establish, merge, divide, reorganize, and retire Boards of Expertise.
Constitutional qualifications and selection procedures for Members of the Peritium shall be established by the sovereign Community pursuant to this Organic Corpus. The Jurisprudential Collegium may recommend revisions to those qualifications or procedures, which shall acquire legal force only upon approval by the sovereign Community.
Every Member of the Peritium shall faithfully discharge the constitutional responsibilities entrusted to the Chamber. Every Member shall disclose every material conflict of interest. Every Member shall exercise independent technical judgment in good faith. The Peritium shall maintain complete records sufficient for constitutional review and public accountability except where lawful confidentiality is required. Every technical determination shall be founded upon admissible evidence, competent expertise, and reasoned analysis.
The Peritium shall possess the constitutional authority necessary for the faithful discharge of technical governance pursuant to this Organic Corpus. draft statutory and regulatory provisions; establish, reorganize, and retire Boards of Expertise; establish and administer public research institutions and technical facilities; conduct investigations, technical inquiries, and Technical Forums; receive testimony and evidence; prescribe technical standards and competency requirements within its jurisdiction; grant research fellowships, stipends, grants, and endowments; recommend minimum normalized scores applicable to statutory and regulatory provisions; and exercise every other authority reasonably necessary for the faithful discharge of its constitutional responsibilities pursuant to this Organic Corpus.
The Jurisprudium shall be composed of seven independent Panels.
Each Panel shall consist of five Members selected pursuant to lawful qualifications established under this Organic Corpus. The Jurisprudium shall possess the constitutional authority necessary for the faithful discharge of constitutional adjudication pursuant to this Organic Corpus. hear and determine constitutional matters; establish, clarify, modify, harmonize, and overrule constitutional doctrine; issue constitutional determinations; constitute provisional Constitutional Arbitrator offices; prescribe the jurisdiction, procedures, ethical standards, and evidentiary requirements governing Constitutional Arbitrators; recommend the permanent establishment, consolidation, or abolition of Constitutional Arbitrator offices; publish constitutional doctrine and judicial opinions; and exercise every other authority reasonably necessary for the faithful discharge of its constitutional responsibilities pursuant to this Organic Corpus.
The Chamber of Representatives shall consist of a single Panel. Members shall be selected by lawful sortition from among Persons who are members of, and residents within, the Communities they represent. Every Member shall remain a member and resident of the represented Community throughout the Member’s term of office. Members shall serve terms of two years. The number of Members shall remain reasonably representative of the sovereign Community. When a vacancy occurs, a successor Member shall be selected through the same lawful procedure by which the vacating Member was selected.

The Chamber shall maintain complete records sufficient for constitutional review and public accountability except where lawful confidentiality is required. Every representative determination shall be founded upon admissible evidence, established facts, representative deliberation, and the democratic legitimacy required by this Organic Corpus.
The Chamber of Representatives shall possess the constitutional authority necessary for the faithful discharge of democratic legitimacy and political calibration pursuant to this Organic Corpus. determine and revise the minimum normalized scores applicable to ordinary instruments and their constituent provisions; evaluate the constitutional significance, coercive scope, implications for constitutional continuity, risk of domination, and civic impact of proposed provisions; conduct representative hearings and public inquiries respecting democratic legitimacy; receive petitions, testimony, evidence, and representative submissions from the sovereign Community; publish representative determinations respecting democratic legitimacy and political calibration; issue representative recommendations respecting the democratic legitimacy of proposed ordinary instruments; and exercise every other authority reasonably necessary for the faithful discharge of its constitutional responsibilities pursuant to this Organic Corpus.
All institutional competence respecting the coordinated administration and mobilization of the sovereign Community shall constitute the mandate of the Directorate of the Commonwealth pursuant to this Organic Corpus.
The Directorate shall consist of such Directors as may be constituted pursuant to this Organic Corpus.
The Directorate shall possess the constitutional authority necessary for the faithful discharge of executive administration pursuant to this Organic Corpus. coordinate the execution of lawful public authority; administer the institutions of the sovereign Community; mobilize personnel and public resources pursuant to lawful authority; allocate public resources pursuant to lawful instruments; coordinate the implementation of ordinary instruments; conduct the foreign relations of the sovereign Community; coordinate the common defense of the sovereign Community; respond to constitutional emergencies pursuant to lawful authority; and exercise every other authority reasonably necessary for the faithful execution of its lawful mandates pursuant to this Organic Corpus.
The Directors shall choose from among themselves a Chair of the Directorate pursuant to lawful procedures established under this Organic Corpus.
The Chair shall preside over the proceedings of the Directorate, coordinate its administration, faithfully represent the Directorate, and serve as the Chief Diplomat of the Commonwealth in the conduct of the foreign relations entrusted to the Directorate pursuant to this Organic Corpus. The Chair shall possess no authority superior to that of any other Director except where expressly provided pursuant to this Organic Corpus.
